Why Elevation Gets Discussed More After Harvey
After Tropical Storm Harvey flooded tens of thousands of Houston homes in 2017, elevation became part of the recovery conversation in a way it hadn't been before. For homeowners in Meyerland, Braeswood, Kingwood, and other hard-hit communities, the question wasn't just how to repair the damage — it was whether to rebuild the same house in the same place at the same height, knowing what the bayous and the drainage system had demonstrated they were capable of.
FEMA's Hazard Mitigation Grant Program (HMGP), administered through the Texas Division of Emergency Management and Harris County, made elevation grants available to eligible homeowners following Harvey. The existence of the program — and news coverage of homeowners who received significant grant awards — made elevation feel more financially accessible than it often turns out to be in practice. Many homeowners applied and waited years. Some received meaningful assistance. Many received nothing. Understanding the program's limitations before you build your financial plan around it is important.
The problem: most homeowners who started investigating quickly discovered that the actual cost of elevating a Houston home — particularly a slab foundation ranch house, which is the dominant housing type in affected neighborhoods — was substantially higher than initial estimates suggested. The disconnect between what people expected and what contractors quoted is worth understanding before you start the process.
Slab Foundation vs. Pier and Beam: Why It Matters So Much
The single most important variable in house elevation cost is foundation type — and for Houston's most flood-prone neighborhoods, the answer is almost always slab.
A pier-and-beam foundation — common in Houston homes built before the late 1950s and in some neighborhoods through the 1970s — sits the house on a network of concrete or wooden piers, with a crawl space beneath the floor system. To elevate a pier-and-beam home, contractors extend the existing piers or replace them with taller ones. The structure is lifted, the piers are built up or replaced, and the house is lowered back onto them. This is difficult and expensive work, but it is structurally straightforward.
A slab foundation — the near-universal choice for Houston construction from the 1960s onward — pours concrete directly under the floor system of the house. The house and the slab are effectively one unit. To elevate a slab home, you cannot simply raise the slab — you must separate the structure from the slab, lift the structure, construct an entirely new foundation system underneath, and lower the structure onto the new foundation. This is a fundamentally different and more complex engineering challenge.
The cost difference is significant. Elevating a pier-and-beam home 2 to 3 feet might run $40,000 to $90,000 for the lift and foundation work alone. Elevating a slab home the same height typically runs $80,000 to $150,000 for the structural work before any of the finishing, utilities, or skirting are addressed.
Elevating a slab foundation home — the standard Houston construction type — is fundamentally different from pier-and-beam elevation. The structure must be separated from the slab and a new foundation built beneath it.
How High Do You Actually Have to Go?
The required elevation height is determined by the base flood elevation (BFE) for your specific property and your goals for the project. The BFE is the elevation at which FEMA estimates a 1-percent annual chance of flooding. To meet the minimum NFIP compliance requirement, your finished floor must be at or above the BFE.
But minimum compliance and meaningful flood protection are not the same thing. Post-Harvey, many Houston elevation projects targeted 1 to 2 feet above BFE — providing a buffer above the regulatory minimum. Some homeowners, particularly those whose homes flooded during events that were supposed to be rarer than the 100-year storm, went higher.
Each additional foot of elevation adds cost. The structural work for lifting 3 feet costs more than lifting 2 feet. Stairs get longer. Skirting gets taller. Utility connections extend further. For a typical Meyerland slab ranch home that needs to come up 3 feet, the structural elevation work — before anything else — is often quoted in the $120,000 to $180,000 range.

Structural lift and new foundation: This is the core of the project — the engineering, the lifting equipment, the temporary shoring, and the construction of a new foundation system. For a 1,500–2,000 square foot slab home elevated 3 feet, this component alone typically runs $100,000–$160,000 in the Houston market. Larger homes and greater elevation heights push this further.
Skirting and enclosure: After the house is elevated, the space between the ground and the elevated floor is open. This space must be enclosed — both for aesthetic reasons and to meet permit requirements and NFIP compliance standards (flood vents must be installed in any enclosed area below BFE). Options range from simple lattice or vinyl skirting ($8,000–$15,000) to concrete block or brick masonry enclosure that matches the home's exterior ($20,000–$45,000). For a 1960s brick ranch home where the owner wants the elevation to look finished and intentional rather than tacked on, masonry skirting is typically the right choice — and masonry is the expensive choice.
Utility reconnections: Every utility that enters the home from below — or that connects at grade — must be disconnected during the lift and reconnected to the elevated position. This includes water supply lines, drain lines, gas lines, electrical service entrance, and HVAC connections. The scope of utility work on a slab home is more extensive than on a pier-and-beam home because slab homes run all their plumbing through or under the concrete. Plumbing reconnection alone on a slab elevation can run $15,000–$30,000. Electrical and HVAC add another $8,000–$20,000. Total utility reconnection: $25,000–$50,000 is a realistic range for a full slab elevation.
Stairs and entry: A home elevated 3 feet needs new stairs at every entry point. A standard front entry might require 6 to 8 steps, a new landing, and potentially a reconfigured front porch or ramp for accessibility. New garage stairs if there's an attached garage. Permits and engineering: A structural elevation project requires stamped engineering drawings, building permits, and inspections. The permit process also adds time — plan for 6 to 12 weeks for permit approval before work can begin.
Updated elevation certificate: After the project is complete and inspections are passed, a licensed land surveyor must prepare a new elevation certificate documenting the finished floor elevation. This runs $500–$1,500 but is required for NFIP flood insurance purposes and for demonstrating FEMA compliance.
Foundation shifting and differential settlement: Houston's expansive clay soil is in constant motion — expanding when wet, contracting when dry. An elevated home on new piers or foundation is subject to differential settlement over time, particularly in the first several years after construction. Some post-elevation cracking, door and window adjustment, and foundation monitoring is expected. Budget $5,000–$15,000 over the first 3 to 5 years post-elevation for these ongoing adjustments, and confirm with your contractor what warranty coverage exists for settlement.
Interior finishing at connection points: The junction between the elevated floor system and the new foundation, along with any interior areas affected by utility rerouting, typically requires patching, refinishing, and sometimes more significant interior work. This varies widely by home but commonly adds $10,000–$25,000 to the total.
A realistic budget for elevating a 1,800 sq ft Houston slab home 3 feet: $150,000–$250,000 all-in. Larger homes, greater elevation heights, and higher-finish skirting push the upper end significantly beyond $300,000.
The FEMA Grant Reality: Apply If You Qualify, But Don't Build Your Budget Around It
HMGP can cover up to 75 percent of the eligible project cost for qualifying properties — but there are several layers of reality behind that headline number that change the calculation significantly.
First, the program is competitive and the funding pool is finite. HMGP is funded at 15 percent of total FEMA disaster assistance for a given disaster declaration. After Harvey, that pool was substantial — but so was the volume of applicants across Harris County, Fort Bend County, Montgomery County, and Southeast Texas. Priority is given to repetitive-loss properties (those that have flooded multiple times) and to projects where FEMA's benefit-cost analysis shows the long-term risk reduction justifies the federal investment. Properties that have flooded once, properties at the high or low ends of the value range, and projects where the numbers don't pencil out under FEMA's model often don't qualify.
Second, 'eligible costs' under FEMA's program is not the same as your actual project cost. FEMA's cost-reasonableness caps and line-item eligibility rules exclude some components of the real project. The 75 percent applies to FEMA's approved eligible cost figure, which can be meaningfully lower than your contractor's total invoice.
Third, the timeline is brutal. Post-Harvey HMGP applications in Harris County routinely took 2 to 5 years from application to completed project — and some took longer. The process requires documentation, property appraisals, environmental and historical reviews, benefit-cost analysis submissions, and federal approval at multiple levels before a single nail is driven. During that entire period, you generally cannot sell the property (doing so forfeits the grant), cannot make major structural repairs, and are in administrative limbo.
Fourth, even if everything goes right, you still owe 25 percent of a very large number. Twenty-five percent of a $200,000 elevation is $50,000 out of pocket — after years of waiting.
The practical approach: if your property qualifies, absolutely apply. Document everything, work with Harris County Flood Control's mitigation program office, and pursue it. But plan and finance the project as if the grant will not come through. If it does, that's a meaningful financial windfall. If it doesn't — which is the more common outcome — you're not stranded. Home equity lines, SBA disaster loans, and combinations of insurance proceeds are how most Houston homeowners who have elevated their homes have actually funded the work.
Apply for every grant program you qualify for — but finance the project assuming you'll self-fund. Grants are competitive, funding is limited, and the timeline is measured in years.
When Elevation Makes Financial Sense — and When It Doesn't
Elevation is not always the right answer. The financial case for elevation depends on the relationship between the project cost, the property value, the flood insurance savings, and the owner's long-term intentions for the property.
On the insurance side, elevating above BFE typically produces meaningful NFIP premium reductions. A home elevated 2 feet above BFE might see flood premiums drop from $3,000–$5,000 per year to $800–$1,500 per year, depending on the property. At those savings, the payback period on a $200,000 elevation project (excluding grants) is 50 to 100+ years — which is not a return calculation that supports elevation purely on insurance economics.
The case for elevation is stronger when: the home has flooded multiple times and the owner intends to stay long-term; the alternative is accepting ongoing flood risk in a deteriorating insurance market; you have the financial resources to fund the project without depending on a grant; or the elevation dramatically increases the property's resale value and market viability. In Meyerland, elevated homes have consistently sold at premiums over non-elevated homes since Harvey, and this marketability factor is a real part of the equation.
The case against elevation, or for considering buyout instead, is stronger when: the project cost approaches or exceeds the post-elevation property value; the home has structural issues that elevation would compound; or the owner is approaching retirement and doesn't intend to own the property long enough to realize the benefits.
The Harris County Flood Control District's voluntary buyout program is the other option for repeatedly flooded properties — selling the home to the county at pre-flood market value and relocating. For some Meyerland homeowners, this has been the right choice. It's worth understanding both paths before committing to either.
What to Look for in an Elevation Contractor
House elevation is specialized work. Not every general contractor has done it, and the consequences of poor execution — improper shoring, inadequate foundation design for Houston's clay soil, utility connections that don't meet code — are significant and long-lasting.
Ask for references from completed elevation projects in Harris County specifically. Houston's soil conditions are unique, and a contractor with Texas Gulf Coast experience is preferable to one whose portfolio is in different geographies. Ask for engineer-stamped drawings before signing a contract. Confirm the contractor will pull permits — any elevation that proceeds without permits creates problems for future insurance, financing, and resale.
Get at least three bids. Elevation quotes vary widely, and the range between the lowest and highest bidder on the same project is sometimes $50,000 or more. Understand what each bid includes and excludes — particularly skirting, utility reconnection, and interior finishing, which are often quoted separately or not at all in initial estimates.
